Ottawa's Royal Swans will be sent up the river.
The Ottawa Citizen reports a staff report set to be released tomorrow will say efforts to find a new home for the 13 swans have failed.
Staff say Ottawa can't afford to build a winter home for the Royal Swans, with the cheapest proposal at $239-thousand.
The staff plan for Councillors to consider would recommend Ottawa give away the swans to another Canadian city.
