A man arrested after a random hammer attack in Centretown has been ruled not criminally responsible for his actions.
Jeff Weber had been accused of striking a man in the head multiple times near Bank and Somerset in December of 2014.
The attack left the victim blind in one eye.
This is the fourth instance in which Weber has been found not criminally responsible for crimes.
Weber has a history of schizophrenia, and has lived at multiple treatment centres of various security levels.
The judge says Weber is incapable of knowing his acts were wrong, and the case makes it clear he is unpredictable and dangerous.
