The federal government has chosen a consortium led by Toronto architect Paul Raff to build the proposed memorial to victims of communism.
Their proposal, called "Arc of Memory," consists of more than four thousand bronze rods that are placed to mark every hour of every day through an entire year.
The memorial will be located at the Garden of the Provinces and Territories at the west end of Wellington.
The original proposal, approved by the former Harper government, called for a much larger monument to be built on prime federal land between the Supreme Court at the National Library.
That site was rejected by the incoming Liberal government in late 2015.
The memorial is to be completed by next year.
