UPDATE AT 1:30 p.m.
Ontario's police watchdog is investigating a series of three shootings -- one involving a police officer -- that left two people dead in downtown Ottawa.
Around 2 a.m. Saturday morning, Special Investigations Unit spokesman Jason Gennaro says the first shooting happened at Clarence Street and Dalhousie Street.
A man suffered non-life-threatening injuries.
The SUI say an officer who happened to be in the area attempted to arrest a man in relation to the shooting.
They say the suspect fled.
At some point a second shooting occured.
The SUI does not believe a police officer is involved in the second shooting of a 43-year-old man.
The man was rushed to hospital where he died from the injuries.
SIU say the officer then confronted the suspect into a parking garage on Murray Street, east of Dalousie, where several shots were fired.
"The police officer then followed the male suspect inside a parking garage on Murray Street, East of Dalhousie Street," said Jason Gennaro, a spokesperson for the SIU. "There was a confrontation between the police officer and the man who had fled. Several shots were fired and the man was pronounced dead at the scene."
SIU say, to their knowledge, the police officer did not sustain any injuries.
There are seven SIU investigators and three SIU Forensic investigators who are currently in Ottawa speaking to witnesses and canvassing local businsses to find video.
The name and age of the shooter have not yet been released. The names of the victims have also not been released.
At this point in its investigation the SIU says it is too early to comment on how or if the individuals involved knew each other or why the initial shooting happened.
No charges have been laid. Ottawa Police are also investigating.
The SIU is urging anyone who may have information about this investigation to contact the lead investigator at 1-800-787-8529. The Unit is also urging anyone who may have any video evidence related to this incident to upload that video through the SIU website.
The area is expected to be closed off for much of Saturday.

They say they could not currently confirm any injuries, saying their criminal investigation was in its initial stages.
